VACANCY NOTICE

Action Against Hunger is an international non-governmental organization working in more than 40 countries in the
fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its
program in Jordan for Project Manager

Work place: Amman, with frequent visits to Irbid, Mafraq and Madaba

Specific Objectives:
To lead and oversee the quality, relevant, results-based implementation of a comprehensive livelihoods and advocacy
project in the Solid Waste Management sector in Northern and Central Jordan in conformity with Action Against
Hunger strategies, international standards, and national policies

Main Objectives

Mission 1: Ensure efficient, effective, quality and timely project management and implementation:
 Manage the project set up and implementation in three governorates (Irbid, Mafraq and Madaba) in Jordan, taking
into account the logical framework of the project(s), the budget, and the logistical and administrative procedures of
Action Against Hunger and the related donor(s);
 Establish and maintain the quality of the project in conformity with the technical and project management standards
of Action Against Hunger;
 Become familiar with all dimensions of the Solid Waste Management (SWM) sector at national level and in the three
governorates: the issues involved, key stakeholders in the National Solid Waste Management Strategy (NSWMS),
lessons learned and challenges;
 Weekly/monthly liaison and visits to the three governorates to support project implementation;
 Identify the technical and legal constraints and potential risks associated with project implementation; propose
innovative technical solutions and mitigation measures in response to such constraints;
 Implement technical recommendations concerning the project as made by the FSL HoD, Deputy FSL HOD, Deputy
Country Director – Programmes, Technical Advisor at Headquarters, Field Coordinators, experts or other colleagues;
 Contribute to the process of selecting partners and service providers, formalising partnerships and service
agreements, and enhancing their capabilities (cooperatives, community-based organisations, local NGOs,
international NGOs, national authorities, private agencies, etc.);
 Monitor and follow up project implementation by means of internal Activity Progress Report (APR) monitoring tools,
external donor reports, regular presence in the field, maintenance of an implementation timeline, and monthly
review of the budget;
 Maintain the profile of Action Against Hunger at all project sites while respecting donor visibility rules and
commitments;
 Work proactively to meet deadlines on project commitments, both internal and external;
 Identify and implement safety measures for the project team and the wider population (at waste disposal sites,
community-based sites, etc.);
 Lead by example as an active contributor to advancing Action Against Hunger’s gender mainstreaming efforts and
gender equitable and do no harm approach through the implementation of the project and advocacy;
 In liaison with the MEAL HoD, ensure that all activities related to baselines, end lines, indicators tracking, lessons
learnt and impact evaluations are carried out, in line with project objectives and expected results;
 Implement feedback and complaints procedures for ethics and transparency, particularly with the intent of ensuring
participation of and organisational responsiveness to beneficiary populations;
 Promote and contribute to learning and improvement of quality (joint visits, research initiatives, lessons learnt
exercises and reporting, etc.).

Mission 2: Coordinate and advocate with national, regional and local stakeholders related to the SWM sector
and decent work opportunities
 Represent Action Against Hunger and ensure coordination with partners, authorities, United Nations agencies and
civil society actors at national and governorate level, in collaboration with the FSL HOD, the Liaison Officer and Field
Coordinators;
 Initiate and foster meaningful participation of target populations and local actors in the SWM sector;
 Lead advocacy and awareness activities on improved working conditions for waste workers with relevant authorities,
namely the Ministry of Local Administration (MoLA), municipalities, the Joint Service Councils (JSCs), the Ministry of
Environment (MoENV), the Social Security Department and the Ministry of Social Development (MoSD);
 Organize and lead focus group discussions, assessments and knowledge exchange to analyse and learn about decent
work opportunities, challenges and working conditions of vulnerable actors in the SWM value chain;
 Plan and lead participatory assessments to identify opportunities and recommendations to improve working
conditions of waste workers and scrap dealers;
 Liaise with relevant Non-Governmental Organizations, UN agencies, private sector entities and civil society on
employability and improved working conditions of waste workers and lessons learned;
 Ensure compliance with legal and sectoral requirements for a smooth implementation of project activities.

Mission 3: Supervise and manage the team
 Initiate and lead as recruiting manager the staffing of the project team in Amman;
 Manage the project team: provide leadership, monitoring, motivation; establish, follow, and encourage adherence to
best practices in performance management;
 Lead the development of team members to empower them with the skills necessary to demonstrate ownership of
their role and associated responsibilities.

Mission 4: Contribute to cultivating institutional knowledge, capturing lessons learnt, and technical
development in FSL and in particular, in the Solid Waste Management sector
 Capture lessons learnt from programme-related data, document the results of innovations or new implementation
modalities tested, and create recommendations based on experience with project execution;
 Disseminate the technical and operational expertise acquired in the course of programming;
 Contribute to the upward transmission of data from the field, in close liaison with the MEAL department and through
existing or new tools, so as to better inform Action Against Hunger’s strategies, programme development, and
communications.

Mission 5: Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational
quality and consistency
 Maintain the confidentiality of all sensitive information at all times;
 Perform other job related tasks as requested by the supervisor;
 Commit to and comply with the organisation’s gender, age, and diversity principles and policies (working with people,
communication);
 Support on the implementation and the promotion of gender, age and diversity principles through daily activities and
/ or through the management of teams (managing performance and development);
 Commit to comply with the organization principles, values, procedures and policies.

CANDIDATE PROFILE

Technical Recruitment Criteria:
 Ability to build strong, credible relationships with NGOs, private sector, government entities, and communities.
 Flexible and able to adapt quickly to fast pace complex dynamics
 Excellent communicator with exceptional English and Arabic writing and reporting skills, displaying a familiarity with
sector-related terminology
 Pragmatic and results oriented, creative and out-of-the-box thinker
 Analytical and logical thinking; extremely detail oriented yet able to connect the dots
 Strong representation and negotiation skills desired
 Excellent intercultural, interpersonal, organisational, prioritising, and communication skills
 Autonomous, resourceful, very organised, and self-motivated
 Tactful, professional and transparent
 Solution-oriented working style
 Firm understanding of ‘Do No Harm’ approach
 Demonstrable understanding, willingness, and capacities to commit to, comply with, implement, and promote
gender, age, and diversity principles and policies
 Willingness to travel within Jordan

HR Recruitment Criteria:
Education:
 University degree or equivalent in economics, law, international development, business administration, management
or related field complemented by significant experience in resilience/livelihood-related field
Professional experience:
 At least 3 years of relevant experience in NGO’s, governmental entities or private sector
 At least 1 year experience in a project management
 Experience in liaison and partnership development with governmental entities and/or private sector
 Good knowledge of common livelihoods and economic development approaches, especially in business development.
 Action Against Hunger experience a plus but not mandatory

Language + level:
Excellent level of English and Arabic
